Can I drill the head of an engine full of oil?

So I tried to tighten a bolt that held the valve cover on the engine of a 125cc Chinese scooter because of oil seepage. However, the bolt snapped with ease, even with a standard socket set. Can I either extract the bolt or drill it out and tap a new thread with oil in the engine? I'm worried it might catch or something and set everything alight. I can drain it but it's annoying as this oil has seen less than 15 miles and I can't find a way to put it back in the bottle.
