I'm writing a story that eventually leads into two great Interstellar empires going to war with each other. One is a much younger, thriving empire [empire A]; and the other is an older empire that had declined, but has now been on a rampage since a change in leadership [empire B].
In time, empire A reaches a planet that was once a trading post for empire B, and empire B invades and takes over that planet after claiming previously lost territory.
I know they get close to each other eventually, but how do I make them aware of each other without them knowing too much about their political shifts and territorial expansion? I also wanted a distance like this to show how they have some overlapping technologies, but other differing ones in which the other lacks.
Any suggestions? I know this was a mouthful...

Your scenario is way more rooted in reality than the idea that two adjacent empires would know much of anything about each other's inner workings without having People who do nothing but relay information from the inside.
