Can't remember the book...

Anyone know what book series this is:
- A main character was named The Harper
- There was a Splintered? Fractured? man
- They were part of a guild named Hounds
The book I read involved the daughter of The Harper being kidnapped I think.
Read one book a couple years ago, and now can't remember the title or author.
