Woolen cloak of the 16th century English variety

I am working on garb for my persona. I have narrowed it down to an Elizabethan Sea Dog which puts me in the later 16th century 1560 to 1604. I have been having trouble finding appropriate patterns for outerwear for colder weather. If anyone has any resources or recommendations I would appreciate it. I am also looking for a source of heavy wool.
