New Kingdoms

I am curious about how kingdoms are formed. From what I heard a principality must petition the board and that it is a fairly long progress. An Tir has two principalities currently. Tir Righ I was told has been trying to become a kingdom but had to wait for Avacal to become a kingdom first. That happened in 2015. I have tried to google but I am not coming up with much.
