Does the wetness of your weed affect potency?

Recently found my stash was really damp and couldnt even break stems i store them in a cabinet in mason jars with 62 packs so idk how this could have happened. What does wetness affect besides burning black, any potency issues? Also will the smell ever come back if it dries or is it just totally gone? Thanks in advance
