Is Cole Valley built on landfill?

According to this map, https://www.kqed.org/news/11799297/large-parts-of-the-bay-area-are-built-on-fill-why-and-where
Cole Valley is on landfill and not very safe? I always thought it was on bedrock. On other maps, its not a liquifaction zone. Anyone know whether Cole Valley poses risks to liquifaction or why that KQED map says it does?
