I just had an ugly confrontation with two people and their unleashed dog on 17th street near Shrader I'm going to need a dog owner to explain to me why they're so important that the leash law doesn't apply to them. I was carrying firewood and came close to smashing the dog with it. I could have killed the dog and it's 100 percent the fault of these self important, entitled, irresponsible dog owners
That's from years ago when laws were enforced. This is now. Whack 'em, walk away while somebody calls the cops. Then if the cops ever show, they tell everyone there's nothing they can do because they didn't see it.
Of course I'm being cynical, but it drives me crazy that the dredges of society break laws with impunity and whenever we have to take action ourselves, we constantly have to battle with "well, I can't do that...it's illegal".
I don't believe pepper spray has any permanent effects. I'm no expert however.

Pepper spray works on dogs and their owners.
