If you accidentally select a photo, even if you "delete" it, it stays attached to the report. Only way to submit a report without that photo is to refresh/back all the way out & start a new report.

You can test this yourself by uploading 2 photos on https://getitdone.sandiego.gov/TSWNewReport?type=Illegal Dumping then hitting the circled X on one of the photos, fill out the rest of the form & on the last page before you would hit Submit if it were a real report, it says "Images: 2 uploaded"

Leaving the question, even if you start a new report & submit it clean, what happens to the photos that weren't submitted from the report you backed out of, do they still stay on a government (or Amazon S3 or whatever) server?
