Lightning Page Component Visibility Filter doesn't work.

We have a lightning page flow component that runs a screen flow that we want to restrict visibility to users that have a specific value in a custom picklist field on the user record.

We have set the component visibility rule appropriately but it still does not allow any user to see it (whether they should or not).

I have confirmed that the lightning page assignment is correct via app/profile/record type/etc. When I remove the component visibility, all users can see it.
