Flow or Record Update Issue?

Trying to create a flow to link two records in the same object to each other. Example: I have Records A, B, C that have a field called Organization. Organization field links to Record D. All four records are in a custom object called Scoring. Records A, B, C are all created at different times. Because of criteria, I want Record D to show up in the lookup formula field called Organization on Records A and B, but not C. What kind of a flow would I use to do this?
