Lacking the total amount of recipients for Einstein Recommendation

I work in higher ED and our instituion is trying to implement Einstein Reccomendations. The thing is it apperantly needs 100 recipiant records, do all of these records need to pertain to the same recipiant type for exmaple do I need 100 accounts, and if so do they all need to be relevant to the data set?
