Is Luna's abusive behaviour ever addressed?

Heyo, I recently started watching Sailor Moon (1992, and I'm only at episode 15 or so) and I couldn't help but notice the extremely abusive behaviour of Luna. She constantly belittles Usagi, calls her fat, ugly, stupid, makes fun of and dismisses Usagi's feelings and emotions, ignores her problems and makes fun of the everyday problems she faces or her budding romantic feelings. On top of that, obviously, she puts Usagi in extreme danger and basically makes her a child soldier, while verbally abusing her when she shows that she's scared or does not want to risk her life.

Is any of that addressed later in the series? I feel like in any reasonable story, Luna would be a villain or at least a very morally grey character (and without any spoilers, I know of at least one other magical girl anime where that's the case).
