What's the Catch with this Chinese Tech II Clone?

I was looking around on alibaba for a tech II clone and I found this one that looks your typical package deal with the device and candi module. However, it is vastly cheaper on shipping due to being out of Hong Kong and a little below the average cost of other tech 2 clones. Has anyone had experience with tech 2's coming out of Hong Kong or know why this is suspiciously cheap?
