Help for homeless man

There is a man in a wheelchair who has been at the bus stop at grove and Robinson since this morning. He has a couple blankets on him but it’s getting really cold and windy and I’m worried he will be there all night. We checked with the hospital across the street and they said they can call someone but it didn’t seem promising. We tried calling CARITAS and a couple other places but it has led nowhere. Is there anything else we can do?
