Abilities/spells broken on Ability bar after switching from Legacy mode

After switching from Legacy mode I seem to have broken my action bars ability to let me use abilities by using they hotkeys, I either have to run revolution or manually press them. It's really annoying but I'm sure its some setting that got ticked by me using legacy mode, however, even after resetting my bars and my client the issue still persists. Hoping you guys might know about a fix before I submit a support ticket to Jagex.

edit:my bar is not minimized or locked, and also I do not have "always on" for the chat nor the chat message line active.
