Why Is Archeology The Worst Skill?

I'm currently going through the arch grind of collections and restorations etc., as I lamped majority of the skill to 99 through dailies/keys....but even if I wouldn't have, why did they develop a skill completely around afk. In the start of the skill you receive the artifacts fairly quick, but as you get toward 90 it is literally 5 mins per artifact (with monocle) and only assuming it increase as it goes on. What developer thought of this insanity.
