Can’t unlock the forging or chemistry liscence

I don’t know if the game has bugged out or something, but basically I got the quest for buying a forge, but the liscence doesn’t appear when I talk to the box thing. I can’t seem to unlock the event to get the chemistry liscence either.Any suggestions?
