RF3 Special Issue: Fishing instantly fails EVERY TIME

The one time I could catch a fish without issue was during the quest when I got my pole. After that, I cast my line, I get a bite, my characters withdraws my pole instantly and a little frustration icon appears over my head. I have tried everything I could think of but nothing changes this result. I am level 9 fishing and I haven't caught a single fish. What am I doing wrong? I keep looking for clues online and I have to suspect that I've run into some weird bug that I can't escape because there doesn't seem to be an answer. PLEASE HELP.
