So I'm just watching the Japan-South Africa replay. I understand most of what's going on, but I have one issue. I understand that players that make a tackle are supposed to get away from the tackled player. However, on multiple occasions the tackling player has been literally buried, has no apparent avenue to get away from the pile, and is still called for a penalty. Why is that? It hardly seems fair, or is there something I'm missing?
