Is there a game for playing villains or their underlings?

Of course you could use any system to do something like this, but I recall hearing about a game specifically designed to play as a villain or a henchman. It sounded like a shorter, sillier game.
If anyone has heard of or played a system like that, I'd love to learn about it!
