He won't leave the other dog alone???

Hi all! My partner has a two year old rough collie, of whom I affectionately will refer to as Mr. Snoot. Mr. Snoot has been the only dog in our house for about eight months. Within the last month, our roommate brought home a one year old German Shepard husky mix, of whom I'll call Socks.

We've had our problems trying to get Mr. Snoot to go outside for potty or general running around; he doesn't like staying outside for very long. Now that Socks is here, those two are 100% inseparable. Mr. Snoot can't wait to go outside and be with Socks, and refuses to come back inside for food or bedtime. They'll run and play all day long. We think Mr. Snoot might be herding Socks too; because he's always circling Socks or standing between us and Socks. Even when we can manage to chase them down and bring them inside, Mr. Snoot behaves the same way. Absolutely will not leave Sock's side. At all.

Me personally? I've never lived with either breed. I don't really know what to do. But I do know having to chase Mr. Snoot to get him to come inside, especially to eat (socks will absolutely eat all of Mr. Snoot's food), is a bad behavior. I'm really interested to know WHY Mr. Snoot does this too. Has anyone else's rough collie done something like this?
