Am I bugging? Tell me I’m in the wrong

For a little bit of context, I’ve been living with the guy I met at college for about a year now, (we have a two year lease).

Things were fine at first, but quickly entered downturn when I noticed he was incredibly dirty. Not messy, dirty. He refuses to wash a dish correctly, so much so I’ve had to keep dishes I was in my room for safety. He constantly leaves hair in the shower drain. He leaves crumbs, stains, and pieces of food after cooking on the kitchen table and stove. He leaves huge puddles of water all over the kitchen table and floor after just throwing around our brita filter, which of course, he refuses to refill after using. He fails to maintain everything, however his own room is positively spotless.

This trails on to a bunch of other things that I won’t get into, overall he’s unpleasant and inconsiderate despite any of my attempts to talk to him and have discussions about. Still, I stay trying to lead by example out do the hope he’d just clean and keep our shared spaces up the way I was raised to do.

Recently, he went on a trip. He was gone albeit 3 or so weeks. He came back from this trip with a friend, who stayed with us for about a week (His friend is just like him).

While he was gone I deep cleaned the apartment and lived in a clean space which was torn apart the minute he returned. He took the week off and he and his friend spent every hour of their week in doors constantly using all their tech which (I’m assuming) cause our energy bill to run up.

I sent him a text asking him to send me his half of the elec bill, and his response was to get out of it “because he was gone”.

There’s so much more to this story and his unpleasantness, but he’s gone again and so this conversation happened over text. He has yet to respond any further.

Am I bugging?

TLDR: Inconsiderate roommate went on 3 week trip, and after returning with friend and running up electricity bill, refuses to pay because “he was gone”
