Parking spot dilemma

I am renting a room with 2 other guys, one of them is the owner of the house, he just bought the house so he asked us to move in with him to help with his bills.

The house only has a 2 slot for indoor parking garage, i was the last one to move in and so they both occupied the indoor garage( both of them doesnโ€™t want to park outside) which left me always parking in the driveway, i work from home full time and so every time they have to go to work i have to move out my car so they can get out and ill park it back to the driveway then when they go home its the same process.

We cannot park on the street, the only solution is that theres a space in front of the main door entrance that can be cemented for an extra parking space(pending HOA approval) but the owner/my friend wants us to split the payment for the construction of the extra parking space which we refuse since we are only renting from him and i think he should shoulder the bills since its his house.

Any suggestions on how resolve this? Should i be paying him / chip in for the construction of the extra parking space in case it gets approved by the HOA? If its not approved i would end up always parking out the driveway which is gonna be problematic especially in the winter.
