So I recently started a playthrough of Pokemon Radical Red on my PC. I use an Xbox elite controller to play since I prefer it over keyboard. The issue I have is, in certain menus (mainly team selection and in the PC), the game won’t recognize I’m pressing the A button about 9/10 times. I have to quickly spam it and be patient until it finally hears me and responds. The A button on my controller is perfectly functional and this has never been an issue with any other ROMs. I also can’t find any info about this online. Please help.

EDIT: I should clarify. It does respond when I click the A button, but it misinterprets it as the START button, often teleporting the cursor across the screen to the exit prompt when in reality, I didn’t click START, i clicked A. The START button is assigned separately and works fine with no issues.
