Does the city ever do a cleanup of the street vendors, scammers, beggars etc?

I know Rome is not unique here but seriously . Around the attractions it's pretty bad.. From the people asking 'where are from' and trying to 'give' you stuff to the people selling 'Hermes' scarfs and 'Louis Vuitton' handbags and phone chargers in St Peters Square, the beggars in bare feet working the lines at the Vatican museum.. Every restaurant we sat in had a line of people offering us stuff, like inside at the table and the staff just ignore it. Attraction tickets are mostly sold to resellers who stand harassing people in the street.

Every two minutes all day and night somebody is trying to sell us something. Even saw pickpockets on the metro platform today, a group of 4 girls, they stood out a mile, I saw them approach somebody, I shouted pickpocket at them, they ran away.

I saw a video on YouTube, dunno if true or not but it said 100 Americans everyday go to the embassy for an emergency passport, because they had theirs stolen.

TLDR : Is there ever a cleanup? Or it's simply overlooked? Part of the charm?
