Any recommandation of victorian universe with dark magics and steam tech ? less restrictive that blades in the dark ?

Hi there,

I'm putting together a group and we would love to start a new scenario inside some dark victorian universe. Something very 1800' with dark twisted magic, steam and powder technology...

We are thinking something like Dishonored or Arcane.

I've taken a look at "Blades in the Dark" but the mecanics seem very restrictive (characters retirement, very definite phases of game, gang mecanics we don't want, only 6 faced dices wich are boring (come one, we wanna use our nice sets !)). Although, it's kinda what we look for, but we'd love that with more freedom and DnD touches.

Could you recommend me to a good rulebook with a nice universe, not to hard for beginners to grasp ?
