OSHC policy certificate

Hi guys, I just got my RMIT CoE last week and I already paid for my Medibank OSHC which is noted on the CoE to start on 4 Feb. I haven’t received my policy certificate yet however. I asked Medibank but they said theres no policy yet under my name. Does anyone know whats happening? Do policy certs take time to arrive? I need it to apply for my visa. Thanks :)
