Extreme lag, only when connecting to some players

This has got to be the weirdest network glitch I've encountered so far. Whenever I host a game, players who connect to my game get extreme levels of lag, on the terms of >30s of input delay/response. The same happens if I connect to someone else's instance sometimes. I have three friends on steam where every time one of them hosts, I get the lag. When I try joining random lobbies through the lobby search, it's about a 50/50 chance for me to get the lag. There doesn't seem to be a correlation between getting lag and if something is labeled as a "listen" server, if that's relevant.

Here's the current environment: fast.com reports 250/50 down/up, with 15ms ping on loaded packets. I'm on a university wifi network, and I haven't had any issues with it's connectivity or uptime. Youtube/netflix works fine. Ethernet is not an option since my dorm doesn't have an ethernet outlet, my connection is through a wireless card installed in a desktop. This hasn't been an issue until the latest RoR update, and I can't remember if I've had lag problems with other games before then.

In regards to other games: Tried a match of Lethal league blaze (uses p2p), worked fine. Deep Rock Galactic (uses p2p) had lag to a lesser extent, maybe spikes of 5s delay every 30s or so. Dota 2 (dedicated server) had no performance issue. LogMeIn Hamachi times out people trying to connect to a world in Minecraft, both when I'm trying to tunnel out of my network and when someone is trying to connect in to connect to a LAN world. Hamachi doesn't report any issue, it's just Minecraft where the connection times out.

Task manager doesn't report high network usage, and I can't seem to trace RoR2's network use to find the issue. The only other applications I have open are chrome with ~10 tabs open (no network-intense pages to my knowledge), discord with an active call that works fine, and the Steam client.

What could be causing this massive amount of lag, and how do I fix it?
