"I'm not afraid of you!"
"I can fix that."
Once a confidant to Tsar Nicholas Romanov II of Russia, Grigori Rasputin was banished when he was revealed to be little more than a power-hungry fraud. Eager for revenge he sold his soul in exchange for power and returned to curse the Tsar and his family, killing all of them except for the Tsar's mother and daughter, who escaped. Rasputin gave chase but slipped beneath a frozen river and disappeared, losing the reliquary that contained his power in the process.
With the curse incomplete and his reliquary lost, Rasputin was stuck in a limbo state for a decade. His body slowly rotted away, and he was left unable to die and without the power to escape his fate, until, one day, the escaped Princess was found, his reliquary was returned to him, and Rasputin rose up once more to finally complete his revenge.
He also has a quality villain song.
Feats
Physicals
Rasputin's body frequently falls apart and reassembles itself as a side effect of having been technically dead for ten years. Although he cannot freely control separated body parts, being dismembered is not particularly harmful to him and indeed he often fails to notice parts of his body falling out of place.
Given his emaciated state Rasputin is rather light and easily manhandled.
Magic
Having essentially become a lich, Rasputin's existence is tied to his reliquary. Although he cannot die as long as the reliquary exists, he will die immediately should it be destroyed. As he also requires it to use his magic he is forced to keep it with him at all times.
Controls Anastasia's dream, causing her to sleepwalk into a dangerous situation
Reshapes a hedge maze before causing it to grow much more aggressively
Rasputin's Summons
Rasputin's most commonly used magic involves summoning a swarm of small green demons. These beings are often sent out to act as his agents while Rasputin observes from afar. Although scarcely seen by humans, dogs (and possibly other animals) are shown to be able to detect them.
The demons are maintained by concentration and will disappear if Rasputin is distracted.
Interfere with a train, causing it to overheat and lose control
Swarm Anastasia, although they don't do much beyond damaging her clothes
Carry a man and animate a statue, although there's probably some of Rasputin's other magic at work here
