Why no blanket ban in NL

Edit: I do not support this haha I was just curious why the laws are so liberal.
Why is it so difficult to ban new substances? I’m interested in the policy debate. I mean as everywhere there are lots of conservatives in the parliament and they usually love to prohibit any kind of drug that’s not alcohol.
And why is the new draft law so often delayed?
