Nep turned into somewhat plastic?

Hello, I got NEP in capsules but they were opened and it was white rocks now it is like white clumsy sticky stuff you can form into a ball like playdough, can it be snorted somehow? Because smoking is not working anymore. I am just confused lol. No substance acted like that.
