I wouldve thought that there's a lot of money to be made with those kinda drugs
People say prohibition doesn't work. What that really means prohibition of well-established drugs without an alternative doesn't work.
When an RC or even pharma drug gets banned fast enough people fall back onto the next-best thing unless there isn't one. That's how 2C-B was near-eradicated for decades or how Quaaludes died to benzos. Mephedrone is popular in the places it is because it's a very consistent alternative to coke and a perceived upgrade to Speed. In the US coke is often pozzed with all kinds of things but it's still possible to get pretty good coke in high amounts if you dig enough.
In the Slavic nations it found its revival through the fact that coke's far less common, making it profitable for drug cooks to learn the synthesis and build the precursor intake routes.
TL;DR: Drug markets are very conservative. New drugs either gotta be super unique or super cheap to survive a ban.
Oh yeah. It's also a matter of music culture. Drugs often reflect the local music scene and vice versa. EDM is only just now making a major comeback in the US and they don't usually play Speed/Mephedrone music.

I mean if you cooked it up once you can do so again -- The routes have advanced since then.
Barring that, well. It's pretty available in the Netherlands and it's a pretty scenic location to visit.
But man I wish I knew more drug nerds. It's such a FASCINATING overlap of traits.
