Can Someone Explain a Few Things About The ROEngine.ini and ROGame.ini Options?

First, ZoomScale doesn't seem to work, as the shift zoom doesn't change based upon the gun that's being held. Increasing the IronSightZoomScaleSMG/Pistol/Rifle values doesn't actually increase the zoom. I can verify this by having different values for a pistol and rifle, then switching between them. Is there any way I can change this to actually get an increased zoom?

Also, what does "SoundQuality" do? Would increasing the value from 0 to 1 increase sound fidelity? Is there multiple options of SoundQuality, like from 0-5 or so?

I appreciate all responses. My Google-fu is not working on these specific issues.
