White Semi-Border Around Screen Glitch

This happens when at random spots of random maps looking at random locations. I will upload more examples if needed as time goes on. Yes, my drivers are updated.
Edit: When encountered, it is easily reproducible by looking away and then looking back at the angle in the same spot. It occasionally goes away on its own, but sometimes that spot will be permanent once encountered.
Edit 2: Further testing has concluded that the glitch doesn't start until after I die for the first time.
