Azure Redhat - No Redhat Subscription Manager?

Pardon my ignorance. But I thought some images of RHEL on Azure came with a Subscription Manager license by default (for a fee of course).
Looking to install a few packages, and noticing I cannot add/enable additional repos in RHEL 8.2.
