They used to be hidden with the 18 placeholder even when looking up a profile, which was weird (on the profile page) but not that big of a deal.
But for a few updates now they've been fully visible, everywhere, no matter the context.
The desired behavior would be to hide the user's icon everywhere that isn't their profile
