Stuttering ONLY when connected to wifi

Heya all.

This issue has been plaguing me and I've exhuasted every other avenue. Not even rockstar support has been able to help me at all.

When I play the game on single player, every 3-6 seconds I have a 1-4 second freeze/stutter. If, after having started it I disconnect from the internet then the stuttering stops entirely. Re-connect to the internet, and it starts again. My biggest issue here is I want to be able to earn achievements and use discord while I play, so I can't just yank out my wifi every single time I want to play this game. Does anyone have any advice or have encounted similar issues? Appreciated!
