How do I pick certain gloves?

I've been playing on pc and can't for the life of me figure out how to use certain gloves. I'm stuck with the rifleman gloves and I want to use the gloves from the Bear Hunter Outfit. Only idea I have right now for being able to actually use the gloves I worked so hard for is to finish the outfit fully, which is fucking stupid and shouldn't be a requirement, seeing as how I can use the bear hat just fucking fine.
