Microstuttering on a brand new PC

Hi,
I just bought RDR2 to play it again on PC after a couple of years, and I've seen many older posts on this topic but no "solution" has helped me yet.
PC:
- i7 14700k
- RTX 4070Ti
- 32GB RAM
- Samsung M.2 SSD
The game runs buttery smooth at high FPS, generally speaking, but every 2-3 seconds I get a barely (but definitely) noticeable micro stutter which COMPLETELY breaks the ability for me to enjoy my new replay.
I've tried all common suggestions:
- Running in Win 7 compatibility mode
- Using Full Screen Borderless
- Turning off Triple Buffering
- Etc...
Nothing helps. Anyone?

You could have also come to this post with an assumption that you're not dealing with a doofus that can't update drivers on a fresh Windows install. All drivers are up to date, all hardware running at proper temps and clocks. Idk, I'm attributing it to the game's shit optimization. Stutters at Ultra details and above 100 FPS are ridiculous.
