I'm in chapter 4 and one of the bounties I'm up to is a man named Mark johnson. He has $25 on his head and he's wanted for robbery. When you find him, he's trying to teach his family how to survive and his son to be a man. He asks for a moment to say goodbye to his family and then surrenders himself.. but also, his dialogue presents the option of either capturing him for the Bounty or letting him go free with his family.
Now that's not a lot of money for Arthur at this point in the game and trying to roleplay, which I believe is something they wanted you to do in this game. I also saw a lot of fellow gang members in this man and figured I would let him go. Rockstar programmed in dialogue and animations if I made this choice. "He's showing us clemency", Mark screams and he then orders his family to run. Unfortunately, this is not an option that's allowed. You will mission fail if they escape. You have to capture mark.
This isn't the Downs ranch. This is a side mission that's easily skippable and one of the main story plots in the game is redemption and Arthur changing. I guess I'm just doing it too early in the story and even though high honor options are prevalent throughout the game, this seems to be one that they definitely thought about but also decided it's not really an option. It just kind of is but you have to finish the mission the way they want you to.
It's also a high honor option to free prisoners if you come across the random encounter where law men are escorting them in a cage wagon so why is releasing a bounty not also a high honor option? I think my biggest problem is consistency. Some things are one way but other times another way
