Why are so many IT/Tech jobs involved with staffing agencies?

Scrolling indeed and I apply to many jobs and get calls from a 91 country code or an email from xyz123 staffing. It's frustrating because we all know these places take part of your paycheck away and honestly they don't leave you alone once you make the mistake of accidentally applying with them. Do companies just not know how to hire IT/tech internally anymore?
