How does someone figure out what they can do for a new career while they're in their 30s?

I was a global program manager at a popular tech company in learning in development. I literally cannot get my foot in the door in the most basic L&D jobs that way beneath me despite constantly editing my resume to match each job I apply to and all of the other best practices to get noticed.

I am open to going into a new industry but I'm not sure what I would qualified to pursue. Has anyone else struggled with this? I have no one in my network that I can look to who has experienced this. It just feels like I've hit my potential and I just don't know what to even work toward anymore.
