Advice on vetting

Hey all,
I opened a server 2 years back and it lasted about a 2 months before the younger players (under 21) made it unbearable to play and most older folks walked away.
What is everyone’s advice when it comes to vetting adults who just want to chill and vibe? I’m looking to recruit people from 21 .
But how do I know they are 21 ? What’s are ways of vetting them without be super intrusive?
