Seller forcing property management?

Hey guys,
So the builder is the seller of these fourplexes and owns his own property management company. It seems like he wants to make the his property management fee mandatory in selling to us.
Does it have to be mandatory? Can I not just buy the unit without the property management?
It’s 7% fee in Texas, anyway to reduce this?
Can I use it for the first year, then remove them later?
