Where would you buy SFHs/apartments in the US?

So I have some savings and am looking to invest it. I'm in Michigan and would invest locally, but without getting too political the governor here is very anti-business and inconsistent in general. What cities and states do you think are pro-business and landlord friendly? I've done my own research and found states like Indiana, Texas and Florida to be good picks, but I wanted to get your guy's perspectives. I know that getting a good property manager anywhere is tough as well, so I'm not just buying anywhere without seeing it.
