Is there hope with overriding City zoning and Planning? (Utah)

Hi everyone! I have the opportunity to develop several properties in Utah. It is in a medium sized city.

I am focusing on one property for now. The city zoning and planning department told me I am allowed to build one unit on the property, however, there is an equivalent sized property (same zoning) that has 4 units on it on the same block.

I’m a complete newb with RE investing but am interested in understanding if it would be best to talk with a seasoned developer in the area to have petitioning to allow at least 4 units on it? Please let me know if there appears to be no hope as well.

I don’t want to name the county at this time.
