Dog reactivity

Hello! Excuse my maybe silly question. Do I have this right? Is reactivity when a dog overreacts to something and thereās negative intentions or feelings around it? Like āget this dog away from me ā or āIām frightenedā rather than if itās a āpositiveā reason? Like for example, āIām excited the postman has just been and Iām going to go wildā or āI love that dog let me run up and sniff itā.
Do both get treated the same/are they both reactivity?
