Need advice for leash training a reactive dog.

I have a 3 year old Border collie who is very reactive to other dogs and unfortunately is not leash trained either. I would like to muzzle train and leash train her. How should i go about doing this? What are the best muzzles for this? What are the best harnesses? I’m assuming to do both i will have to first get her used to the muzzle so how do i do that? I also am assuming that the best harness is a front leading harness where the leash attaches to the front… also should i get a harness where she can where a Reactive patch on it while i walk her… I feel pretty lost on where to start. So any and all advice is appreciated.
