Looking for a simple, reliable kit

So I want to build a little RC boat to hold a camera. It's not meant to go fast (quite the oppposite). The boat body will be a swim kickboard with keels for stability.
I want something simple that I (not experienced) can put together and make a functional, steerable boat. I'm looking for a battery life of 40 minutes or more and a range of 50-100 meters.
I'm not looking to spend more than $100, ideally less.
